The Dennis-Yarmouth Regional School Committee on May 5 approved a job description for a part-time treasurer and authorized the district to post and recruit for the position, a change intended to separate cash-management duties from the director of finance and from school committee members.
The change responds to a statutory requirement that the official responsible for day-to-day business operations not be the same person who manages district cash flow and transfers. Superintendent Dr. Smith and finance staff told the committee the district had relied on an assistant treasurer role and business-office processes while the assistant retirements left the function in limbo. The new treasurer would be a part-time, business-background hire overseeing cash on hand, intradistrict fund transfers and short-term investing; administrative tasks previously under the assistant treasurer would be redistributed in central office.
Superintendent Dr. Smith said other regional districts and Cape Cod Tech use a similar two-person model with a director of finance and a separate treasurer. The proposed treasurer position is structured for 14 hours per week with the ability to compensate hours worked beyond that at an hourly/per-diem rate; the committee was told overtime would be infrequent but possible. A legal opinion from the district counsel about the proposed structure was included in the meeting packet.
Committee member Miss Landers moved approval of the job description; a second was received and the voice vote passed. The posting would allow the district to recruit with a target start date of July 1. Dr. Smith said the committee would later vote to formally shift the treasurer function from a school committee member to the hired treasurer once the structural changes and hires were in place.
The move does not remove the school committee's statutory responsibilities: warrants and governance remain with the committee, the superintendent emphasized. The district will return to the committee with further motions to finalize the transfer of duties after the new hire is in place.
