Chelsea's city manager on May 11 requested council approval to extend the city's contract with Daigo Electric Corporation for construction of the railroad quiet zone by two years, from the current contract end date of June 20, 2025, to June 2027.
The manager said construction was delayed because the city waited for plans from the MBTA, which owns the crossings where quiet-zone work will occur. With plans recently obtained, engineers are revising designs and seeking approvals; however, construction cannot be completed before the existing contract expires. The requested extension would align the construction contract timeline with the grant funds and avoid returning to council if unforeseen delays occur, the manager said.
The council moved the order to Ways & Means for review. The manager said he expects construction and signal modifications to be completed well in advance of the extended deadline but requested the extension to provide alignment and flexibility.
No final contract action or appropriation was taken on May 11; the referral clears the way for committee review of contract extension and grant alignment.
