City receives $150,000 site-readiness grant for 1 C. Forbes Street; consultant scope includes surveys, environmental review

The city manager told the Chelsea City Council on May 11 that Chelsea secured a $150,000 site-readiness recoverable grant from MassDevelopment for the Forbes site at 1 C. Forbes Street and asked the council to authorize use of the funds.
The manager outlined the consultant scope the grant will fund: updated topography, utility and property-condition surveys; civil engineering analysis of site constraints and utilities; environmental services including contamination review and remediation cost estimates; permitting assessment addressing zoning, historical permitting, Chapter 91 and coastal-zone management considerations; structural evaluation of the bridge providing access, including MBTA coordination; architectural massing studies; and a comprehensive final report to guide redevelopment planning.
Councilor Taylor introduced an order related to the grant and moved it to Ways & Means. The manager said the work is intended to support a community-informed redevelopment strategy and to make the site more attractive to private development while informing infrastructure planning.
The council did not vote to expend funds on May 11; the order was referred to the Ways & Means Committee for review and appropriation.
