The Chelsea City Manager on May 11 proposed moving the city's residential parking permit program from physical stickers to a digital, online system beginning in 2026.
Under the proposal, residents approved for permits online would receive email confirmations and parking enforcement would reference an electronic database instead of physical windshield stickers. The manager said the change would cut in-person wait times at City Hall, reduce lost-or-damaged stickers and encourage online renewals.
Councilors broadly supported the goal of reducing lines and easing compliance. Councilor Sandigot and one councilor noted that neighboring cities, including Revere and Salem, have adopted similar systems and have data on outcomes. Several councilors, including Councilor Brown and Councilor Taylor, asked the administration to mount an active outreach campaign so residents are aware of the change and to minimize backlash from residents who rely on the existing sticker process.
Councilor Brown said the sticker program is well known in the community and emphasized the need for clear public information. Councilor Teshe asked who originated the idea and expressed general support. Councilors also discussed practical benefits, such as avoiding tickets when a resident has not yet posted a new sticker.
The council took no formal vote on policy at the May 11 meeting; the communication was accepted and filed. The city manager said the city will continue online renewal promotion and intends to implement the digital permit program in 2026.
