The Livonia City Planning Commission voted to recommend approval to city council of Petition 205384, which requests site-plan approval to construct a one-story, two-unit office building at the address shown in the application as 377397 Mile Road.
Planning staff described the site as roughly 0.28 acres (12,000 square feet), vacant, and located on the south side of 7 Mile Road between Blue Skies Drive and Glengarry Drive. The proposed building footprint is a two-unit office building totaling 2,592 square feet with a basement; the preliminary site plan shows 10 parking spaces (including one barrier-free space), landscaping, and a single drive from 7 Mile Road.
Staff and city departments reviewed the petition; engineering, fire, police, inspection, accounting and treasury provided comments. Engineering noted existing water and sewer mains and that stormwater detention information would be required for county review; inspection staff noted that an exterior wall five feet from a property line will require a one-hour fire rating and that the barrier-free hashed area must meet a minimum width. The petitioner’s representative, Joe Ito, told the commission the owner intends to mirror the adjacent commercial building and that the use would be low-traffic.
Commissioner Ventura moved to adopt an approving resolution; Commissioner Droz supported the motion. The approving resolution included eleven conditions: approval of the identified site, elevation and landscape plans; removal of the masonry wall on the west side by the petitioner; parking spaces double-striped at 10 feet by 20 feet; exterior lighting limited to 20 feet in height and aimed/shielded; compliance with either the City of Livonia or Wayne County stormwater management ordinance and required permits; sod for disturbed lawn areas; underground sprinklers for landscaped and sodded areas; prohibition on exposed LED light bands or exposed neon; submittal of specific site plans through the inspection department with building permit applications; and that under section 13.13 the approval is valid for one year from city council approval, after which it will become null and void unless a building permit is obtained.
A roll-call vote was recorded as ayes and the motion passed; the commission will forward an approving recommendation to city council.
