Councilmember Mindy Moore flagged discrepancies between the MOUs’ listed salaries (figures prepared in December) and amounts reflected in the current budget and payroll. Moore said the MOU for the police commissioner listed $147,810 while the recent adopted budget and payroll records indicated a higher present rate. Ms. Michaels from administration told council the $147,810 figure came from HR in December and did not include subsequent increases. Council asked payroll and administration to provide exact, up‑to‑date salary figures prior to the end of the council’s reconsideration period; payroll staff (Mark Knapp) agreed to verify and provide current pay details.
Council discussed the timing and process for benefits and appointment paperwork, noting prior instances where allowances (vehicle or other benefits) were extended before formal appointment created liability concerns. Council agreed to approve the MOUs on the condition that the correct current salaries be inserted into the documents and provided to council within the requested timeframe.
The council approved both MOUs by roll call after the motion’s maker and supporters agreed the documents would be updated to reflect accurate payroll figures before the council’s reconsideration period expired.
