The West Bend common council opened a public hearing on the city's 2024 MS4 (municipal separate storm sewer system) annual report and stormwater management program, accepted public comment (none provided at the hearing), and approved the report required by the Wisconsin Department of Natural Resources (DNR).
Public Works staff explained the components of the MS4 program required by the DNR permit: public education and outreach, illicit discharge detection and elimination, construction-site pollution control, post-construction stormwater management, municipal stormwater pollution prevention (street sweeping, catch basin cleaning), and compliance with total maximum daily load (TMDL) modeling for pollutant reductions. Staff noted that erosion-control inspections are performed by city inspectors for public contracts and by the Department of Community Development for private development.
The council opened the hearing, invited comments and then closed the hearing with no speakers from the public. A motion to approve the 2024 MS4 annual report and associated program measures passed on a voice vote. Staff pointed to the full report and links on page 144 of the council packet for detailed metrics and program documents.
Council members and staff emphasized that the hearing satisfies the DNR permit requirement that the public be offered an opportunity to comment on the annual report. The department will continue permit-related inspections, outreach and TMDL-modeling work described in the report.
