Staff said bid openings returned competitive results and that one set of bids reviewed with consultant JTL exceeded $1.2 million for the Main Street project; the board indicated eagerness to get work underway. For the transfer-station (TSO) project staff recommended awarding the contract, including the base bid and listed alternates. Staff warned the project will require closing the facility to public drop-off for "approximately two weekends and one full week" during construction to allow contractors to complete work safely. The city will coordinate with waste hauler Rumpke to avoid interruptions to curbside collection.
Staff said the work's substantial completion is expected in October and that the largest short-term disruption to residents will be limited public access for the specified short closures. Staff and board members discussed messaging to tell residents and contractors (for example, shingle contractors) where to dispose of materials during the closure.
