Architect urges Detroit council to create an office of public advocate to clear bureaucratic roadblocks

Anne Golay, a licensed architect and development specialist, urged the Detroit City Council to establish an Office of the Public Advocate to help residents cut through bureaucratic red tape, resolve procedural problems and ensure government agencies follow their missions.

Golay said Detroit is one of the few large U.S. cities without such an office and argued that residents who seek help are often "victimized a second time" when navigating city agencies. She asked council members which committee would consider the idea and to whom she should refer her proposal.

Golay said she has worked on regulatory and life-safety issues for three decades and proposed four low-cost, high-impact initiatives; she identified the public-advocate office as the most important. "A public advocate works to clear away bureaucratic red tape and to resolve internal procedural problems that prevent government agencies from delivering on their mission statements," she said.

Because the meeting lacked a quorum, the council did not formally refer the proposal to committee. Golay asked staff to record her contact information for follow-up; the clerk noted the attendance and said comments would be recorded for the official record.

Golay requested clarification from council about next steps and committee referral so she can present a formal proposal. Without a formal referral at this session, council members did not debate or act on the concept.
