Public Works seeks bids for delineators; renews low-volume emergency solid-waste agreement with Metro/Kelso

Susan Eugeneus, county engineer, and Sean Roey of public works briefed the commissioners on three items: a call for bids for countywide delineator installation, a five-year renewal of a Metro-Kelso solid-waste emergency disposal agreement, and a bid award for road-surface materials.
Eugeneus said the Countywide Delineator Project uses federal safety dollars and has an engineer's estimate of about $189,000; delineators are roadside posts and guardrail markers that improve edge-of-road visibility and reduce run-off-road crashes on rural roads.
Roey described a five-year renewal of an existing interlocal agreement with Metro and with Kelso to accept emergency solid-waste loads at the two government-operated transfer stations in Oregon Metro. He said the arrangement traces to the Eagle Creek Fire in 2017 and has been used only sporadically; since 2017 the total tonnage received under the agreement has been about 8,300 tons.
Roey also noted an agenda consent item awarding bids to two providers for road-surface materials (May 1'April 30 contract period). He said the initial award covered suppliers in the north county but that the county will re-solicit to obtain coverage for additional areas such as Longview and the south county.
No formal board votes were reported during the briefing; the call for bids will set a June 9 opening and the interlocal renewal and material contracts will follow the county's procurement and consent processes.
