Building and planning staff report softer permit revenues, expand interlocal services with cities

Tracy Jackson, director of building and planning, and county finance staff briefed the commissioners on building and planning financials and interlocal work with nearby cities.
Jackson said the department's enterprise fund is self-supporting but currently showing reduced permit activity compared with last year. Licenses and permits were budgeted at $1,364,000 and had produced $350,646 to date; fees associated with new construction were also below last year's pace. Jackson said the department has 15 positions filled and one vacancy.
The department also described interlocal arrangements: the county already provides building services for Kelso and Castle Rock and will present an expanded interlocal agreement for Castle Rock that adds flood-plain management administration. Jackson said a personal services agreement to backfill plan review and inspections for Longview was on Longview's city agenda and will be returned to the county once approved.
Jackson told commissioners the department's revenues rely heavily on large commercial projects and that staff are hopeful a major commercial permit would materially improve fiscal results.
No formal board action was taken; staff noted the Castle Rock amendment and the Longview personal services agreement are moving through the partners' approval processes and will come to the county as required.
