The Auburn City Council advanced two capital items on first reading May 5: an order authorizing general obligation bonds totaling $11,762,700 to finance the FY2026 capital improvement program, and an adopted five-year capital improvement plan covering 2026 and subsequent years.
Councilor Cowen moved to authorize the bonds and Councilor Whiting seconded; the bond order passed on first reading by a roll-call vote of 5–2. "If there's any member of the public that would like to address the council relative to the capital improvement bonds, please approach the podium," the mayor said; no public comment was offered.
Councilors then considered the city's five-year capital improvement plan. Staff emphasized the plan functions as a framework to guide future bonding decisions but does not obligate the council to expend funds listed in the plan. The council adopted the five-year plan by a vote of 7–0; councilors described it as a template subject to future revision and annual bonding decisions.
Both votes were first readings or framework adoptions; final bonding and spending decisions will follow the council’s established processes and individual bond orders.
