Normal council extends short-term rental moratorium to July 1 as staff monitors state land-use bills

The Normal Town Council on Monday unanimously approved an ordinance extending the moratorium on short-term rentals to July 1, 2025.
Town staff said the extra month will allow them to track several pieces of pending state legislation that could affect local land-use rules and the scope of a short-term rental ordinance. “There has been some legislation proposed at the state level that the General Assembly is considering regarding land use,” a staff member said, asking the council to authorize a one-month extension while staff evaluates whether state action would affect local regulation.
Council members asked staff about enforcement and capacity limits for rentals. Staff member Chris Agressa said the town’s zoning ordinance includes limits on the number of people who may reside in a home, but that those limits apply to residents and do not necessarily cover temporary event guests. “If people show up for an event, they wouldn’t necessarily be residents of that home,” Agressa said. He added that the town currently has limited ways to enforce advertisements that list higher guest capacity and that this is one of the issues staff hopes to address in a forthcoming ordinance.
Councilor Ryan asked about timing; town staff said they expect to monitor the General Assembly through May and return with a draft ordinance for council consideration at the council’s second meeting in June so any local action can follow before the moratorium ends. The council then voted, and all members present recorded aye votes.
The extension does not itself change enforcement rules; it preserves the town’s current pause on new short-term rental approvals while staff examines state legislation and prepares a local ordinance.
Council members and staff repeatedly framed the extension as a short pause to permit staff analysis and to avoid conflict between a local ordinance and any new state law that may emerge from the Illinois General Assembly.
