Commission approves pool at historic Applejack Farm, requires construction access from internal driveway

The Planning and Zoning Commission on April 22 approved a final site plan and special permit allowing installation of a pool, equipment pad and fence at 731 Lake Avenue (the historic Daniel Reynolds House, known as Applejack Farm). The property is a 3.05-acre site in a portion of the historic overlay zone.
Rachel Orsi of SC Minor, representing the applicant, said the team addressed questions raised at the briefing by clarifying that no trees were proposed for removal, submitting a landscaping plan with eight new trees and 22 shrubs (prepared by Environmental Land Solutions), and providing a plan for construction access. Project engineer Robert Flood described the contractor’s planned use of small equipment (mini-excavator/skid steer) and said the construction access will be from within the property's internal drive; the applicant agreed that no construction access will be permitted from Lake Avenue.
Staff reports from conservation, health, DPW and other departments were noted in the record; commissioners voted 5-0 to approve the plan with the explicit condition that all construction vehicles access the site from the internal driveway north of the home and that the applicant address all remaining staff comments and continued conditions from prior site-plan approvals.
The commission also directed continued adherence to prior final site plan conditions associated with older recorded approvals for the property and required the applicant to address any outstanding interdepartmental issues before zoning permit issuance.
