The Planning and Zoning Commission on April 22 approved a final site plan and special permit allowing Saint Paul Lutheran Church at 286 Delavan Avenue in Byram to add enclosed vestibules at the front and rear, upgrade handicap accessibility to all floors, and implement related site revisions required because the building exceeds 50,000 cubic feet.
Tom Hegney, attorney for the applicant, said the project team provided the remaining documentation requested at prior hearings, including a revised site plan showing accessible parking, a signed exemption form prepared by the applicant’s site engineer, and a four-phase egress plan for construction prepared by the architect. Hegney also said the landscaping plan was revised to use native plantings.
No members of the public spoke on the application. Staff summarized interdepartmental comments and recommended conditions; commissioners voted 5-0 to approve the coastal site plan and special permit with those conditions, including continued compliance with remaining staff issues and the requirement that the applicant submit final landscape-care instructions as required by the tree warden.
The approval includes the applicant’s commitment to the construction-phase egress plan and to address any remaining interdepartmental comments before zoning permit issuance.
