Board selects Option 1 for Cigna renewal; spreads increase by plan rather than evenly
Summary
After staff presentation, the Board chose Option 1 for the county’s Cigna health‑insurance renewal, which applies the carriers’ plan‑specific increases rather than spreading a uniform percentage across all plans; commissioners noted the county’s multi‑year negotiation reduced what would otherwise have been a larger premium jump.

Human resources staff presented the Madison County Cigna group‑health renewal at the May 5 meeting and asked the Board to choose between two cost‑allocation options. Option 1 applies each plan’s actual renewal change to the county and employee shares; Option 2 would have blended the total renewal increase and spread it evenly across plans.
Ms. Baxter (benefits staff) told the board that the two options produce a roughly $300 difference in county cost and that employee enrollment is split between the low and high plans with a small number on a local provider plan. “If we took that increase, I think one was on the 3%, one was a 10% increase… so instead of one employee taking a large jump, you spread it among all employees,” she said when explaining Option 2.
Commissioner Adams moved and Commissioner May seconded a motion to select Option 1, allowing employees to remain on their chosen plans while applying each plan’s renewal percent. The motion passed.
Ending: The county will implement the Cigna renewal under Option 1; HR will proceed with open enrollment and communicate changes to employees.
