The plan’s authors urged the county to prioritize improvements and pursue multiyear phasing tied to funding opportunities. “Within each park facility, we have suggested maybe one to three years or a little bit longer term,” Prew said, describing the proposed timeline and the need for engineering work to convert concepts into construction documents.

Prew and Mel said that, in places where program participation is strong—particularly youth athletics—staffing levels trail National Recreation and Park Association (NRPA) benchmarks and additional hires or volunteer programs will be needed to broaden passive-activity offerings. “You’re operating kind of at max with what you’ve got now, so expansion would require shifting and staffing,” Prew said.
Commissioners pressed for a clear order of operations. Prew said the firm left prioritization open so the county can match projects to funding; he suggested addressing water‑runoff and engineering needs early in the sequence. The plan includes enlarged parking at Cliff Mize Park and conceptual 24x36 plan sheets to be used by engineers if the county moves to design.
There was no formal vote; commissioners asked staff to review the appendix, confirm the RecDesk recommendation and return with a proposed priority list and estimated costs for near‑term projects.
