Village approves $41,200 design contract for Neighborhood 33 pocket park project

The Village of Pingree Grove village board on May 20 approved a professional services agreement for planning, design and construction observation for a proposed pocket park and playground at Neighborhood 33 (the Townhomes area near the proposed Jewel Osco site).
Staff presented a $41,200 contract with engineering/consulting firm Fairgram to perform survey work, develop site plans and bidding documents, respond to contractor questions and provide construction observation services. The item was placed in the FY 2025–26 budget and staff said the project responds to resident requests; Neighborhood 33 currently lacks a walkable park.
Staff told the board that the village would construct the park and then turn it over to the neighborhood homeowners association (HOA) for ongoing maintenance. During discussion trustees asked whether the HOA would contribute funds; staff said the HOA had not committed money. The board was also told that public funding for the work triggers prevailing-wage rules for construction unless the HOA pays for improvements directly.
At the meeting staff said the estimated construction cost for the park is $252,000. Trustees and residents discussed pedestrian access across Route 72 and plans to extend multiuse paths; staff said steps are in this year’s motor fuel tax (MFT) work to extend a path in Neighborhood 33 to Route 72 and that longer-term crossings would require additional path segments.
The contract passed on roll-call vote; staff said the next steps are survey and concept design followed by a final agreement with the HOA on design and maintenance responsibilities.
