County approves contract with Alliance for Abuse Prevention to deliver cannabis and substance-use prevention education

Winona County commissioners approved a contract with the Winona County Alliance for Substance Abuse Prevention to provide cannabis and substance-use prevention and education work this year.
County staff said the county was awarded approximately $109,000 for cannabis prevention and education work and that the initial county budget allocated $61,000 for a contract with the Alliance. The contract was presented under consent and discussed briefly; the board approved the item on a motion by Commissioner Vaguely, seconded by Commissioner Meyer.
During public comment on the consent item and earlier public-health discussion, physician Dr. Adeen and others commented on the increased potency of modern cannabis and expressed concerns about mental-health interactions. The county emphasized the contract funds will be used for prevention and education programming consistent with grant requirements.
The contract was approved in the consent agenda; commissioners called for the outreach and education to be practical and reflective of current patterns of use.
