Staff said the township of Munson had granted an interim mining permit; county commercial zoning does not permit mining, so the applicant Jeffrey Castreba LLC sought rezoning to permit the intended gravel extraction. Staff said the property is generally flat with a small swale and that several gravel operations already exist along Highway 23. MnDOT provided a letter stating it had no issues with the rezoning, according to staff.
Applicant Jeff Castreba said he operates Albany Ready Mix and expects to supply his ready-mix plant with rock and sand from the site. Munson Township recommended approval. Commissioners discussed the existing pattern of gravel pits along the corridor and the fit of mining in the surrounding area.
A motion recommending approval passed by unanimous voice vote; staff said Munson Township will act on mining permit details after the rezoning and the County Board will consider the commission's recommendation May 6.
