Pipestone County approves equipment purchases and awards box culvert contract to A & C Excavating

Pipestone County commissioners on April 22 approved multiple Highway Department purchases, set a June bid-opening for additional culverts and voted to award a 2025 box culvert contract to A & C Excavating of Marshall, Minn., contingent on county attorney review.
The board approved the low bid from Pipestone Outdoor Power for a Hustler Super Z Hyperdrive mower at $12,782 and authorized purchase of a Tank Monitor 200 from Dockendorf for $17,010.87. The board also approved purchasing a Towmaster trailer through vendor Ziegler; staff described the trailer as meeting county needs after a prior agenda typo paused the item.
Nick Bergman, county highway engineer, said the recommended tank monitor model can track three tanks and that electrical and minor concrete work will be needed for installation. “There will be some electrical expenses,” Bergman said, adding that Dockendorf will perform the monitor install but underground wiring and concrete patching may require additional labor.
Bergman asked the board to set a bid opening date for the next group of Fox culverts; commissioners set the opening for June 10 at 10:30 a.m. Bergman also described a donated bike-pump installation site that needs to be moved north of a bench to avoid an ADA conflict and said he has coordinated with the city on a small poured pad and gravel base.
On the culvert construction contract, the county opened four bids. A & C Excavating of Marshall submitted the apparent low bid, $528,689.60. Other bidders included Midwest Contracting ($581,492.60), RNG Construction ($597,380.60) and Henning Construction ($598,687.00). Bergman noted an engineer’s estimate of $1,018,820 and recommended awarding the contract to the low bidder, contingent on final paperwork and county attorney review. The board approved that motion.
Bergman also reported that Midwest Contracting is replacing box culverts elsewhere and offered some reusable culvert pieces. He asked for permission to negotiate with the road and bridge committee to purchase reusable sections if a reasonable price is found; commissioners authorized him to pursue that negotiation and return with details.
All board motions related to the Highway Department items passed by voice vote.
Ending: The Highway Department will return with final purchase paperwork and any negotiated culvert reuse pricing for committee review; the culvert construction award will remain contingent on county attorney approval and final contract documents.
