Kandiyohi County board approves multiple county items; invites more planning review on feedlot request

The Kandiyohi County Board of Commissioners on April 15 approved several routine and substantive items on its agenda, including two state Department of Natural Resources land purchases, a county contribution to a local digital equity plan, a 50-year extension of a DNR-county water-access management agreement, multiple grant- and construction-related approvals, and county drainage inspections. In a separate action, the board sent a controversial conditional-use permit for a proposed confined beef feedlot back to the county planning commission for additional review.

The board approved the consent agenda at the start of the meeting and moved through a packed schedule of presentations and requests. Most formal items passed by voice vote after brief discussion. The board also accepted a 2024 public drainage inspection report and appointed the county noxious-weed appeals committee required under Minnesota statute.

Why it matters: The meeting’s approvals affect county conservation holdings and infrastructure spending, as well as county public services such as broadband planning and emergency-management preparedness. The feedlot remand reflects resident concern about odors and quality-of-life impacts, and the board asked planning staff for more specific mitigation language before a final decision.

Several items will return to the board for follow-up. The planning commission now will reconsider the feedlot conditional-use permit with more detail addressing recommended odor- and buffer-related measures. Other approvals — including the DNR water-access agreement extension and a landfill construction contract — include follow-up implementation steps and coordination with state agencies or contractors.

What’s next: Multiple items carry implementation steps (state permits, engineering, construction contracting and payment-in-lieu-of-tax changes). The planning commission will reexamine the feedlot request and report back with more specific mitigation measures. County staff will follow up as needed with state agencies and partners on permits and construction schedules.
