County counsel Zachary Kiefer and Emergency Services Director David Hayes summarized the agreement. Director Hayes said the total cost to provide the second set of turnout gear is about $220,000 in total (roughly $6,000–$7,000 per firefighter).
Union Vice President and Captain Billy Woods said the bargaining process was productive and that the union voted to ratify the agreement. Commissioners thanked negotiators on both sides for a cooperative process and noted mental‑health support for first responders as an area for ongoing attention.
The board approved the MOU by roll call vote, 5‑0. Ending: The MOU will take effect July 1, 2025; implementation will require procurement of turnout gear and administrative steps to operationalize the labor‑management committee and other provisions.
