Washington County approves modification to landfill‑gas agreement; developer to retain larger tax‑credit share

Deputy Director Dave Mason of Solid Waste told the board Terra Renewables requested to retain a larger portion of renewable energy tax credits to help cover unanticipated upfront costs. In return, Mason said, Terra Renewables will provide the county additional upside in revenue from sale of the landfill gas once the facility is operational. Mason told commissioners the modification should not reduce the county’s financial position and could increase net receipts after construction and commissioning.
The agreement modification was presented as a negotiated commercial change; the board voted to approve the change by voice vote, recorded as 5‑0.
Ending: The county will proceed under the modified contract; no additional county cash contribution was described at the meeting, and staff said the change will help the project advance to construction and gas sales.
