County to retire two underused economic incentive programs effective June 30, 2025

Washington County commissioners voted 4-0 to eliminate two underutilized economic incentive programs: the PAD Ready site stimulus program and the New Jobs Tax Credit. Both are proposed to expire on June 30, 2025.
Linda Spence, financial programs administrator in the Department of Business and Economic Development, and Director Jonathan Horowitz said the programs had become redundant due to overlap with other initiatives and had been underutilized. The PAD Ready site stimulus provided a three-year tax credit on a fraction of construction costs for qualified site improvements; the New Jobs Tax Credit provided a six-year credit for businesses that expanded or relocated to the county.
Staff told the board that projects already enrolled in either program would continue to receive their current benefits through their respective closure dates. Commissioners described the action as streamlining county incentives and making economic development tools more efficient.
