Maria Kramer, director of the Office of Grant Management, recommended accepting a congressionally directed community facilities grant from the U.S. Department of Agriculture for $1,000,000 to fund a Tactical Village at the Public Safety Training Center; the board voted 4-0 to accept the grant.
Carson Arons of the Office of Grant Management asked the board to authorize submission of an application and accept funding as awarded for a jail-based medication assisted treatment (MAT) program; commissioners approved the application and acceptance as awarded. Commissioners asked whether current jail medical costs for such medications were already grant-funded; staff said medical services for the jail are grant-funded and there is no ongoing general fund allocation for that medication program.
Richard Lush, grant manager, requested approval to submit a fiscal year 2026 community partnership agreement proposal to the Governor—s Office for Children for $756,266 and to accept funding as awarded; the board approved the submission and acceptance 4-0. The proposal aims to support programs addressing early childhood through economic security, per the Notice of Funding Availability and the local management board—s theory of action.
Separately, County Administrator Michelle Gordon requested consensus to send letters of support for three local grant applicants: HMP Training Incorporated (vocational training), Washington County Historical Society Miller House curatorial facility design, and a Comcast Maryland broadband expansion grant application for underserved areas. Commissioners gave consensus for the letters; none of the three requests asked for county funding at this time.
