County to transfer $7.17 million in housing bond allocation back to state for administration

Washington County commissioners voted 4-0 to transfer the county—s FY25 housing bond allocation of $7,173,121 to the Maryland Department of Housing and Community Development (DHCD) so the state may administer and implement the programs on the county—s behalf.
Jill Baker, director of the Department of Planning and Zoning, told the board that issuing and administering a local bond program would be complex and resource-intensive for the county; the state already has systems and staff in place. The county—s recommendation was to transfer the full allocation to the state.
Commissioners asked for visibility on how the prior-year transfer was used and whether the county received funds back for local projects. Baker said the state provides numbers when a transfer is requested and that last year the county received slightly more than its initial allocation after statewide redistribution; she offered to obtain detailed lists of specific loans, types of housing funded, and the number of homes supported.
Baker also said interest earnings on such bond pools are typically reinvested in the program. A motion to approve the transfer was made and passed unanimously.
