Bureau reports license trends, consolidated movers exam and expands service contract filings under SB 1483/AB 2998

Bureau licensing manager Karen Skelton told the advisory council that the bureau consolidated four movers exams into a single permit exam and now issues one permit for movers. She said the consolidated exam pass rate rose from about 63% to roughly 80% this year.
Skelton provided monthly licensing-issue averages cited in the council packet: about 103 electronic and appliance repair licenses per month, about 137 home-furnishings and thermal-insulation licenses per month, and about 19 household-mover permits per month; she noted a recent uptick in restoration-company filings.
On service contracts, staff summarized changes driven by SB 1483 and AB 2998 that expanded the bureau’s jurisdiction to consumer goods. Policy staff said service-contract filings must include documents incorporated by reference (invoices, declaration pages), the contract must clearly identify the product (using the Song-Beverly Consumer Warranty Act definition), and each service-contract form must carry a unique form number and revision date. Staff said the bureau will not proactively register products but will review filings and assist filers to bring contracts into compliance.
The council did not take formal votes; staff said agency analysts will help review anticipated increased filings.
