The advisory council heard an update on the bureau’s preparation to assume regulatory jurisdiction over household moving companies on July 1.
Bureau staff said an interagency agreement with the California Public Utilities Commission will bring staff, manuals and licensing procedures to the bureau; the household movers fund is scheduled to be established July 1. The bureau has built an initial staffing plan (manager, analyst, staff services analyst) through the interagency agreement and said tentative offers were made for several positions, with onboarding expected by May 1.
Steve Whiteykamp of the California Moving and Storage Association summarized industry perspective from site visits and urged cooperative training. “We were regulated by the PUC since 1923,” he said, urging the bureau to use industry partnerships and training so bureau field staff understand operations from one‑truck companies to large national carriers.
The bureau said it will use CPUC training, communications materials and targeted outreach (including social media campaigns and in‑person events). The bureau also plans focused enforcement on unlicensed operators and has discussed legislation and fund transfers tied to the budget process; staff said some fund‑transfer amounts are set in legislation and that further details would be available as budget trailer language is finalized.
Council members and staff agreed to continued collaboration as the July transfer date approaches; the bureau asked industry partners to help identify operators for outreach and suggested joint field visits and training sessions.
