CHICAGO — The Illinois State Toll Highway Authority Technology and Operations Committee voted to place on the full board agenda a recommended state-use contract with Bridgeway Incorporated for image review services, staff said.
John Donato presented the item and explained that the state-use program is a procurement preference designed to provide employment opportunities for people with disabilities; it allows state agencies to purchase goods and services from qualified not-for-profit agencies that employ individuals with disabilities. Donato said 56% of the staff who will perform services under the contract are either individuals with disabilities or veterans.
Staff recommended award to Bridgeway Incorporated under contract number 25-0013 in an amount not to exceed $18,000,000 for a three-year term. Donato told the committee the proposed amount is lower than the current agreement because the tollway will use machine learning and generative AI to reduce the number of images requiring human review.
The committee voted to place the operations item on the April full board agenda; the motion to place the item on the board agenda was moved, seconded and approved by voice vote. The committee did not finalize an award at the meeting; final approval remains with the full board.
