Technology and Operations committee backs placement of three IT contracts including Okta, tower equipment increase and EnRoute CAD licenses

CHICAGO — The Illinois State Toll Highway Authority’s Technology and Operations Committee voted unanimously in April 2025 to place three information-technology procurement items on the full board agenda, including a proposed Okta identity-management contract, an increase to a tower-equipment contract for mutual-aid work, and purchase of EnRoute computer-aided dispatch licenses for tollway dispatch.

The committee approved placement of the three items after Chief Information Officer Mike Shea described the contracts and recommended awardees. Shea said the Okta platform provides “a centralized solution for universal directory,” single sign-on and multi-factor authentication across on-premise and cloud applications. The committee was told the recommended vendor for Okta maintenance and support is Matrix Systems Group under contract 250024 for an amount not to exceed $1,300,000 for a three-year term.

The committee also approved placing a recommended increase to an existing contract for additional mutual-aid tower equipment and services. Staff said during execution of the existing contract the tollway identified additional structural analysis, communications power work and decommissioning of unused equipment. The recommendation was to increase the contractor amount to a total of $7,381,704.12 (vendor name given in the presentation as Mobile Solutions).

Finally, the committee approved placement of a contract award to National Tech Services (contract 240150) to purchase EnRoute computer-aided dispatch licenses, maintenance and support for five years. The information-technology presentation listed the amount as $747,822 and said the licenses are needed to maintain compatibility with the tollway’s existing mobile CAD application and to support traffic incident management and mobile devices used in tollway vehicles. National Tech Services was identified as a registered small business and DEP/EDP vendor in the presentation.

There was no recorded dissent during the committee’s voice vote to consolidate consideration of IT items and to place each item on the full board agenda. The committee motion to consolidate and the subsequent motion to place items 1 through 3 on the board agenda were moved, seconded and approved by voice vote.

The committee took no final procurement awards at the meeting; each item was recommended by staff for board consideration and placed on the full board agenda for final action.
