Board approves resolution to dissolve Eastern Iowa MHDS Region 28 ahead of ASO start

The Muscatine County Board of Supervisors on May 5 approved a resolution (listed in meeting materials as Resolution 05052501) to terminate the 28E agreement that formed the Eastern Iowa Mental Health and Disability Services (MHDS) Region 28. The action aligns the county with state legislative changes that move services to a new Administrative Services Organization (ASO) structure.
Jessica Vos, community service director, explained that the ASO begins July 1 and the regional structure sunset is June 30. The resolution provides for an administrative wind-down: outstanding financial obligations stop June 30 and the region will maintain responsibility for closing out bills, completing an audit and finalizing financials through Dec. 31, 2025, to ensure an orderly transition.
The board approved the resolution by roll-call vote: Jeff — aye; Scott — aye; Danny — aye; Angert — aye. County staff noted the action is mainly administrative to conform to new state-level service arrangements and to allow time to finalize financial records and audits.
