The Delaware County commissioners on Monday tabled a decision on 1315 East Main Street and directed staff to publish notice of sale after hearing competing proposals from an adjacent homeowner and the Muncie Redevelopment Commission (MRC).
An adjacent property owner and occupant told commissioners she and family members have spent more than $14,000 on securing and maintaining an adjacent lot and offered a purchase price “between $500 to $2,100,” citing expected stabilized assessed values and plans to expand her residence and add a sunroom. She asked that prior penalties or liens associated with the previous owner not be attached to her purchase.
Representing the Muncie Redevelopment Commission, Nate Howard (MRC representative) described a competing plan to acquire tax-deeded parcels for an affordable housing program supported by low-income housing tax credit projects and lease-to-own single-family homes; the MRC said it may need the property to support a larger multi-unit and single-family build program and said it would maintain the lot if it did not qualify for the current funding cycle.
County staff clarified that some tax-deeded parcels are already county-owned; 1315 East Main is in county possession following tax-deed procedures. Commissioners directed county staff to publish a notice of sale to give parties time to make formal written proposals and to return a recommendation at a subsequent meeting. The board voted to table the item and to begin the publication process.
