Commissioner Richard Brand said he did not believe the county could sustain the requested amount across five years and argued that city-level redevelopment commissions (Muncie, Yorktown, Daleville) should have priority to take properties into reuse before county action. Brand said the county should avoid repeatedly taking tax-sale properties through successive rounds because that consumes county resources without productive outcomes.
After a short discussion about priorities and available funding, a motion to turn the proposal down as requested was made and approved on roll call. Commissioners said they remained open to conveying properties to a land bank in the future if local redevelopment commissions did not pursue them and if circumstances warranted.
