Show Low council selects Ninth Street sidewalk project for CDBG funds

The Show Low City Council voted unanimously to apply for Community Development Block Grant (CDBG) funds from the Arizona Department of Housing and to designate a sidewalk improvement project on Ninth Street between the Deuce of Clubs and Frontier Park as the proposed project.
City staff said approximately $271,000 is being offered to the city through the CDBG program and described the program’s purpose: to fund projects that assist persons of low to moderate income, prevent or eliminate slum or blight, or address urgent health hazards. Staff said the council previously selected a project on Jan. 21 but that a required public-notice element had not been met, so the hearing was repeated to satisfy notice requirements.
The staff recommendation specified sidewalk improvements on both sides of Ninth Street between the Deuce of Clubs and Frontier Park. Staff told the council that the allocation amount could change and that the funds pass through the Northern Arizona Council of Governments (NACOG); the city will bid the project after funding is final and expects bidding in the spring if the award is received.
Councilman Judd moved to apply for the CDBG funds, approve the Ninth Street sidewalks project, adopt resolution R2025-13 authorizing submission of the application and rescind resolution R2025-03; the motion was seconded and passed unanimously.
Council members emphasized pedestrian access near Frontier Park and the downtown redevelopment area. Staff clarified that depending on the final allocation the city will prioritize at least one side of the street and hopes to construct sidewalks on both sides if the allotment is sufficient.
No final contract or construction schedule was approved at the meeting; staff said the earliest construction procurement steps would be in the spring after the funding allocation is finalized.
