Fountain Hills council adopts updated rules of procedure and eliminates internal ethics complaint process; sanctions on councilman removed

The Fountain Hills Town Council adopted a revised set of rules of procedure that removes the town's internal ethics complaint process and later voted separately to lift sanctions that had been imposed on Councilmember Alan Skillicorn.

Council considered Resolution No. 2025‑15, an amended and restated rules of procedure. The resolution includes a redlined package of changes; the most contested item, described in the packet as Section 10, would eliminate the town's internal complaint and enforcement elements of the existing ethics code. Dozens of residents submitted written and online comments; the town clerk reported 37 online comments against the rule changes for that item and multiple in‑person speakers during the public comment period.
