The City of Charleston Finance Committee on April 20 approved Resolution 25‑36 to authorize a contract with Bayer Contracting LLC to perform the city's annual asphalt street paving, a staff presenter said.
City staff said the procurement followed a competitive bid process with three contractors attending the pre‑bid meeting and submitting bids. Bayer Contracting LLC submitted the lowest bid, and the contract will be structured on a per‑unit basis based on actual work completed, not to exceed the low bid amount of $3,205,000. "The bid is structured in a way that they, essentially bid on the amount of asphalt that's needed and the time that's needed," the presenter said.
Staff said Bayer was the same contractor used last year and that the department received few complaints about last year's work. The contract will be awarded for unit pricing with a not‑to‑exceed amount equal to the low bid. The committee adopted Resolution 25‑36 by voice vote; the transcript records the adoption but does not show a roll‑call tally or names of individual votes.
