The board also approved, in aggregate, capital budget items priced between $50,000 and $99,999 and separately approved capital items $100,000 and over excepting the $300,000 RCSCW website redesign and phone app project, which the budget and finance committee had requested be discussed separately. The motion approving capital projects $100,000 and over passed on a recorded voice vote, 6–2.
Board members and staff said that for capital contracts and procurements the association will follow procurement policy FI 10, including issuing requests for proposal where required. Directors emphasized that large procurements will follow RFP and bidding procedures and return to the board for contract award.
All approved motions included authorization for the general manager to sign contracts, purchase orders or checks for the approved projects.
