A committee of the New Haven Board of Alders reviewed a package of proposed applications to the Connecticut Department of Administrative Services, Office of School Construction Grants (CTDAS/OSCGR) that would seek state funding for multiple school capital projects, including replacement of swimming pools and roof repairs and a planned central office renovation. The committee did not approve any of the resolutions for final action during the meeting.
School staff presented three categories of projects the district proposes to include in CTDAS grant applications: pool replacements at multiple schools, roof replacements at several large school roofs, and construction to relocate central office functions into space near the health department at 54 Meadow Street. Staff told the committee the grant opportunities are time sensitive and must be submitted while the legislative session is open.
The projects discussed included pool renovations described by staff as full renovations that would involve locker room and mechanical work, and roof projects the presenter said scored high in the district's facilities assessment. For the central office proposal, staff described a planned renovation of space on a building floor and provided a construction cost estimate that several committee members described as substantial. Committee members cited a roughly $10,000,000 local share as the likely capital contribution the district would need to provide if multiple projects move forward, and staff said local capital dollars or proceeds from the district's condo interest in 54 Meadow Street could be part of that local contribution.
A number of alder members questioned the priorities and long‑term operating implications. Several asked whether the district has a maintenance and operations plan for newly renovated pools and whether Parks & Recreation or the youth department could partner to keep pools available for year‑round use. Another recurring concern was the relative cost of renovating central‑office office space versus investing in school buildings and direct student needs. One member urged care before committing substantial capital to office renovations while schools report building maintenance needs.
Staff described components of the central office estimate in detail for the committee, including line items for design, inspection and testing, demolition, mechanical/electrical/HVAC work, finishes, communications drops, security, furniture/fixtures and contingency. Staff said the estimate includes an allowance for escalation and a 10% contingency. They also described the possibility of offsetting some local cost through sale of condo interest in the 54 Meadow Street building, should a buyer emerge, but gave no firm sale price and said any proceeds remain subject to negotiation.
On process, the committee considered amendments to the agenda items and discussed whether the items should be amended by substitute. At the end of the discussion the committee did not take final action to authorize grant applications; committee members described the items as discharged or read and filed for now, with staff to continue work on applications and to return with further information. Several alders asked staff to provide more detailed cost breakdowns and projected sale figures for 54 Meadow Street before the body considers final authorization.
Next steps described at the meeting included continuing to prepare applications to CTDAS/OSCGR within the remaining legislative window and returning to the committee or full board with more detailed budget and disposition information before any final vote.
