Department of Public Health nursing board approves multiple memoranda of decision; revokes three licenses, modifies one probation and lifts a suspension

At a meeting of the Department of Public Health’s nursing board chaired by Gina Reiner, the board approved several memoranda of decision affecting licensed registered nurses, including three revocations and one probation order with a vacated summary suspension.

The board approved a memorandum of decision to revoke the license of Alexander Kavanoff, RN (petition no. 2023‑249). Attorney Costello appeared for the respondent and asked the board to remove language from the MOD that she said could be read as implying fraud. Attorney Costello argued the respondent “had no idea at the time that this was not an accredited program” and asked that phrasing such as “should have known” be redacted. The department’s counsel, Joelle Newton, responded that the charges included an allegation that the respondent “knew or should have known” and that the board’s fact finding supported that language. After discussion the board voted to approve the MOD as written. A motion to approve the MOD was made by board member Mary and seconded by board member Cindy.
