The Connecticut Board of Examiners for Nursing found Kristen J. Phillips, LPN (petition no. 2023648), in violation of the board’s charges and voted to revoke her license at a continued hearing on April 16, 2025.
The board heard testimony and reviewed previously admitted exhibits from the department and the board. Attorney Jo L. Newton represented the Department of Public Health and asked that the board consider the evidence on record after the respondent failed to appear. Attorney Elizabeth Bannon, assistant attorney general, summarized the prior proceedings and the respondent’s earlier oral answers to the charges. The board received testimony from Department staff member Ms. Moody confirming that a notice of continued hearing had been sent by certified mail and email to Phillips’s record address, 189 Broad Street, Apartment 4, New London, CT 06320.
In fact-finding, board members reviewed the investigative and hearing exhibits. Board member Lisa moved to find on all charges; the motion was seconded by Sal. On roll call the board recorded ayes from Cindy, Sal, Mary, Lisa, Elizabeth, Diane and Chair Gina Reiner; the motion passed.
For remedy, Chair Gina Reiner moved for revocation. Sal seconded the motion. On roll call the board again recorded unanimous ayes from Cindy, Sal, Mary, Lisa, Elizabeth, Diane and Reiner; the remedy of revocation passed.
Attorney Newton summarized the department’s position in closing, saying the department requested revocation “to protect the public health and safety.” Attorney Bannon reminded the board of the prior admissions and the record of exhibits and testimony and urged the board to identify specific exhibits when relying on them for findings.
The board concluded the hearing on Phillips and moved on to the next scheduled matter.
