Jackson said the EFMP is the system's annual, data-driven prioritization document that produces a ranked list of modernization and replacement projects; the resulting capital improvement plan (CIP) is the district's multiyear spending request. "The master plan is your priority driver. The CIP is your money," Jackson said.
