Clarksville council makes sidewalks mandatory for new development citywide (with industrial exceptions)

Chairman Streetman introduced the measure on behalf of the finance committee, which voted in favor. The ordinance amends the city code, Title 12 (Streets and other public ways and places), to make sidewalks mandatory for qualifying new development in all zoning districts except M-2 and M-3.
Council members did not engage in extended debate on the floor. The clerk recorded the vote as 12 yes, 1 no, 0 abstain and the ordinance passed on first reading.
Supporters framed the change as a development standard to ensure pedestrian infrastructure is installed with new roads. Implementation will follow existing permitting and development review procedures within the city’s street and planning departments.
