Clarksville council rejects two rezoning requests, approves one and greenlights annexation plan

The Clarksville City Council on May 1 rejected two proposed rezoning requests, approved a separate commercial rezoning on Tiny Town Road and adopted a plan-of-services progress report for annexed territory off LaFayette Road.
In public hearings that preceded votes, James Page, the owner and applicant for property on Dover Road, told the council, “I inherited a couple of properties on Dover Road. They've been disastrous to say the least. Horrible renters. Once we got them evicted a few months back, one of them actually caught fire.” Page said he wants to rezone the lots to commercial because he does not want to continue using them as residential rentals.
Stanley Ross, representing the applicant for a Tiny Town Road rezoning, described the proposal as part of a larger commercial frontage and said a traffic study calls for signalization at a nearby intersection. “The applicant is aware that he will be responsible for, for part of that traffic light,” Ross said, and added that drainage approvals from the Tennessee Department of Environment and Conservation are already in place.
Council debate split on multiple items. Councilman Chandler (Councilman Chandler) said of one rezoning attempt, “I just don't think this fits the surrounding areas and the other houses around it.” Councilman Haywood expressed support for the Tiny Town Road rezoning, saying residents in his district “would like to see less R-2, R-4, and more of the C-5 in that area.” Councilwoman Deanna McLaughlin explained her “no” vote on the annexation resolution: “I was not in favor of this annexation. We have enough responsibilities inside our city limits without annexing more county property.”
The council voted 0–13 to deny Ordinance 58-20-24-25, the application from Infinity Investment LLC to rezone a parcel at Hillsborough Road and Banks Drive from R-1 to R-2. Ordinance 79-20-24-25, the James Page request to rezone property on Dover Road from R-1 to C-5, failed on a 6–7 vote. Ordinance 80-20-24-25, the William Beaulieu application to convert multiple residential and neighborhood commercial designations south of Tiny Town Road to C-5 highway and arterial commercial, passed its first reading 12–0. Ordinance 81-20-24-25, an amendment addressing penalties and violations in the city zoning ordinance, passed first reading as announced by the clerk.
On the annexation item, Resolution 54-20-24-25 — a plan-of-services progress report for territory off LaFayette Road, Highway 374 and Garrettsburg Road — the council voted 9–4 to adopt the resolution.
Both the regional planning commission and city staff recommended disapproval of Ordinance 58 and recommended approval of Ordinances 79 and 80, as noted in the public record. Applicants and their representatives addressed traffic and drainage concerns during the public hearings; for the Tiny Town Road proposal Ross said interior roadways and developer-street department coordination remain to be finalized.
The votes concluded the planning commission portion of the agenda and set several items for later hearings or second readings where required.
