The Eastern York School District voted to approve a contract to replace the high school stadium turf and resurface the track, a project the district said it wants completed before fall sports, the board discussed at a meeting that began at 5 p.m.
The project will replace the existing turf, convert the current grass one‑yard area (the "D" area) to turf, repave the track surface and perform related walkway and conduit work. The district presented a FieldTurf proposal as the lowest bid; district staff and the district's consultant said the proposal is a lump‑sum contract and includes allowances for potential rock or unsuitable‑soil removal. "It's a lump sum," a vendor representative said during the presentation.
District consultants told the board the turf system has historically lasted about 12 years and that FieldTurf's standard warranty on the proposed system is eight years, with an option to upgrade the warranty to 10 years for an additional cost. The consultant also said the industry standard for shock attenuation testing (G‑Max) is 200 and that the district's contract requires the manufacturer to perform G‑Max testing during the warranty period.
Board members and staff discussed timing, approvals and budget. Consultants said plans are under township review for stormwater management and that the design was kept under the conservation‑district acreage threshold to avoid a higher permitting level. The consultant said, if the township grants approval quickly, construction could begin in June. "You have 28 days to let [the pavement] cure before you put the track surfacing in," the consultant said, explaining a sequencing constraint that could affect the timing of final surfacing and line‑striping.
Board members asked about price and funding. Consultants gave an approximate project cost in the neighborhood of $1.7–$1.79 million and said the district could use funds from capital accounts to pay for the work. District staff said the capital projects/construction account has roughly $4 million available and a separate capital reserve account contains about $2 million; staff said the turf project was the type of work those accounts are intended to fund. One board member said, "We need to have this project completed. We can't go another year using this field," citing safety and usability concerns.
The presentation covered ancillary issues the district will finalize after contract approval: electrical work is not included in the vendor's price (the vendor will place conduits and pull boxes for future power), final color and end‑zone graphics, and whether the district will select the base warranty or pay extra for a longer warranty. The vendor said the proposal did not include final electrical installation and that those costs would be separate.
On the vote to approve agenda item 3.1 and award the turf and track work per the vendor proposal, the board called for the question and members voted in favor; meeting minutes will record the official tally. After the vote, staff said they would follow up with the township engineer and the vendor to finalize scheduling, warranty language (vendor agreed to strike a proposed payment clause that the district flagged) and a graphic/line‑striping plan.
Next steps the board discussed include finalizing colors and end‑zone art with the vendor, confirming a construction start date after township approvals, and coordinating G‑Max testing and warranty obligations during the warranty period.
