Council amends Bloomington Courtyard permitted-use list to add childcare and personal services
Summary
An ordinance amending the Bloomington Courtyard planned-development use list was approved to add childcare centers, personal instruction, personal care services and similar uses to better serve nearby residents while keeping prior 2005 use allowances intact.
The council approved Ordinance 2025-028 to amend the Bloomington Courtyard planned-development permitted-use list, adding four uses including childcare centers, personal instruction and personal care services.
Staff said the property was originally approved for commercial use in 1990 and amended in 2005 for hotel uses; the proposed change keeps the 2005 uses intact while aligning the allowable learning-institution definition to the city standard and adding the new uses to better serve surrounding neighborhoods. During council discussion, a member asked whether pets would be kept indoors if a proposed pet-related use were permitted; staff confirmed animals in proposed pet-related uses would be kept indoors.
Councilmember Steve Kemp moved to approve the ordinance and the roll-call vote passed unanimously. The change is intended to expand neighborhood-serving commercial options near River Road and Pine Hill Road.
