Council approves second story for building in River Crossing development

The City Council approved Ordinance 2025-027 to amend the River Crossing BEC zoning to permit a second story on a building pad at the southeast corner of River Road and George Washington Boulevard.
Planning staff explained the proposed vertical addition would raise the building from approximately 26 feet to about 32 feet, and up to about 37 feet when including ornamental parapets. Staff said the architecture, materials and colors will match existing River Crossing buildings and that the developer calculated parking would be sufficient for the anticipated tenant(s), though limitations would apply if the entire building became restaurant space because restaurants carry higher parking requirements.
Staff briefed council on the development context and noted neighboring buildings such as the Kiln (about 40 feet) and Sprouts (about 35 feet) already exceed or approach the proposed height range. Concerns raised at the planning commission public hearing included potential traffic increases and changes to views; staff reported the planning commission recommended approval after public comment.
Councilmember Steve Kemp made the motion to approve; a roll-call vote was recorded and the ordinance passed unanimously. The applicant and planning staff remain available to answer tenant-specific questions during permitting and building permit review.
