The City Council approved awarding funds on the consent calendar to mobilize equipment to access the Man-o'-War Bridge and assess and repair exposed caissons after visible scouring was reported.
Councilmember Danielle Larkin asked about wording that appeared to authorize funds before a final need had been confirmed. City staff explained the appropriation covers a maximum estimated amount to mobilize equipment and remove material so crews can inspect the piers; if further damage (for example to reinforcement or caissons) is found, the city would return with a change order to increase scope and cost. "We just don't know to the extent that we need to get in there and actually how much of the work that's going to be," staff said.
Public works staff described visible undercutting of at least one pier; the contract and mobilization are intended to address all four piers that may be damaged. "This assessment is based on assuming the amount to repair all four of those piers," a staff member said, adding the visible pier appears worst and the estimate is expected to be near a maximum but could be less.
Council approved the consent calendar motion removing item 3e for separate discussion and then voted to approve the items with the repair award included. Staff said additional technical details are available from the city's engineer and that any necessary change orders would return to council.
