Staff emphasized the budget is designed as an action plan linking council direction from recent retreats and a public survey to investments in utilities, transportation, public safety staffing and equipment, parks and trails tied to the 2023 general-obligation bond, and technology and workforce development. "The budget is not just a financial document. It's really a document about action," said Staff member Robert, who presented the plan.
The proposal includes several fee adjustments across services such as golf, parks and recreation and utilities to offset rising service costs. Robert said the recommended budget is balanced and intended to preserve long-term financial health. "This year's budget process was a little bit different... it really focused on developing a business plan that would outline the actions of staff in the upcoming year," he said.
Councilmembers praised the budget materials for clarity and accessibility. Councilmember Danielle Larkin said the presentation was "like a budget for dummies" and commended staff for making the document readable. Councilmember Steve Kemp noted the combined budget amount is lower than last year, calling that a notable shift after years of growth.
No formal action was required at the meeting; staff said a detailed review and public hearings are scheduled in coming weeks and that the full recommended budget is available on the city's website and in the city recorder's office. Staff also announced a brief budget summary will be posted for readers who do not want to review the full document.
