Oneida Special School District board approves $2,000 state bonus for eligible teachers and district one-time payments for other staff

The Oneida Special School District Board of Education voted unanimously to approve Education Freedom Act Section 4 bonuses of $2,000 for eligible certified classroom teachers and a separate one-time local payment for certified and noncertified personnel not covered by the state program. The board action was taken during its regular meeting and carried on a roll-call vote.

Board approval of the Section 4 payment implements the state-authorized one-time $2,000 payment for eligible K–12 certified classroom teachers; the board also approved a locally funded one-time payment to cover certified staff who did not meet the state’s minimum-day threshold and to provide payments for part-time and full-time noncertified personnel who were excluded from the state distribution.

The board said the district’s intent is to make sure eligible classroom teachers receive the full $2,000 authorized by the Education Freedom Act and to use local funds so other staff who were not covered by the state formula also receive a one-time payment. The board discussed Section 4 only and clarified that other sections of the state law were not the subject of this vote.

The motion to approve Section 4 and the subsequent motion to authorize the local one-time payments each passed on unanimous roll-call votes. The roll call for the Section 4 approval recorded votes as Ayes from Doctor Danny Cross, Mark Matthews, Kevin Bird, and Doctor Nancy Williamson. The separate vote to fund the additional local one-time payments recorded Ayes from Doctor Danny Cross, Mark Matthews, Doctor Nancy Williamson, and Kevin Burton; the transcript contains inconsistent renderings of the same board member’s surname in different votes (see provenance).

Board members and district leadership emphasized that the state program’s eligibility rules—specifically the Education Freedom Act’s 120-day minimum service requirement for automatic state coverage—left some staff outside the state distribution. The locally funded payment is intended to address that gap. The board did not set a publicized exact per-person amount for the locally funded payments in the meeting record beyond the intent to match or otherwise supplement state-authorized money; the transcript states only that the state $2,000 payment is the target for eligible classroom teachers and that the board will “dip into local funds” to provide payments for other staff.

The board’s action was procedural and budget-dependent: district leadership said it had identified district funds to cover the additional one-time payments. No further appropriation ordinance or specific payment schedule was presented during the meeting: the motion authorized the payments and direction to proceed with implementation.
